This recently completed initiative was undertaken to gain a better understanding of the pathways to First Nation self-determination in housing, and what transfer, transition and transformation might look like over the next five to twenty years. This comprehensive report addresses First Nation governance and self-determination in housing. It considers governance and capacity building needs as well as an enabling federal policy context. It also provides an extensive analysis of funding and financing mechanisms, including those which are emerging and future-looking, and that may enable higher levels of direct First Nation investment in housing and housing-related infrastructure by First Nation housing entities at community, nation and regional levels. A number of financing strategies are explored (including monetization) as are new and emergent financing mechanisms available to First Nations through Indigenous financial institutions.
